The literature on deep brain stimulation (DBS) and adaptive DBS (aDBS) raises concerns that these technologies may affect personality, mood, and behavior. We conducted semi-structured interviews with researchers (n = 23) involved in developing next-generation DBS systems, exploring their perspectives on ethics and policy topics including whether DBS/aDBS can cause such changes. The majority of researchers reported being aware of personality, mood, or behavioral (PMB) changes in recipients of DBS/aDBS. Researchers offered varying estimates of the frequency of PMB changes. A (...) smaller majority reported changes in personality specifically. Some expressed reservations about the scientific status of the term ‘personality,’ while others used it freely. Most researchers discussed negative PMB changes, but a majority said that DBS/aDBS can also result in positive changes. Several researchers viewed positive PMB changes as part of the therapeutic goal in psychiatric applications of DBS/aDBS. Finally, several discussed potential causes of PMB changes other than the device itself. (shrink)

The expansion of research on deep brain stimulation (DBS) and adaptive DBS (aDBS) raises important neuroethics and policy questions related to data sharing. However, there has been little empirical research on the perspectives of experts developing these technologies. We conducted semi-structured, open-ended interviews with aDBS researchers regarding their data sharing practices and their perspectives on ethical and policy issues related to sharing. Researchers expressed support for and a commitment to sharing, with most saying that they were either sharing their data (...) or would share in the future and that doing so was important for advancing the field. However, those who are sharing reported a variety of sharing partners, suggesting heterogeneity in sharing practices and lack of the broad sharing that would reflect principles of open science. Researchers described several concerns and barriers related to sharing, including privacy and confidentiality, the usability of shared data by others, ownership and control of data (including potential commercialization), and limited resources for sharing. They also suggested potential solutions to these challenges, including additional safeguards to address privacy issues, standardization and transparency in analysis to address issues of data usability, professional norms and heightened cooperation to address issues of ownership and control, and streamlining of data transmission to address resource limitations. Researchers also offered a range of views on the sensitivity of neural activity data (NAD) and data related to mental health in the context of sharing. These findings are an important input to deliberations by researchers, policymakers, neuroethicists, and other stakeholders as they navigate ethics and policy questions related to aDBS research. An action-oriented perspective changes the role of an individual from a passive observer to an actively engaged agent interacting in a closed loop with the world as well as with others. Cognition exists to serve action within a landscape that contains both. This chapter surveys this landscape and addresses the status of the pragmatic turn. Its potential influence on science and the study of cognition are considered (including perception, social cognition, social interaction, sensorimotor entrainment, and language acquisition) and its impact (...) on how neuroscience is studied is also investigated (with the notion that brains do not passively build models, but instead support the guidance of action). A review of its implications in robotics and engineering includes a discussion of the application of enactive control principles to couple action and perception in robotics as well as the conceptualization of system design in a more holistic, less modular manner. Practical applications that can impact the human condition are reviewed (e.g., educational applications, treatment possibilities for developmental and psychopathological disorders, the development of neural prostheses). All of this foreshadows the potential societal implications of the pragmatic turn. The chapter concludes that an action-oriented approach emphasizes a continuum of interaction between technical aspects of cognitive systems and robotics, biology, psychology, the social sciences, and the humanities, where the individual is part of a grounded cultural system. This article examines Aquinas’s theory of free choice and moral responsibility throughout his De malo and provides a careful analysis of question 6 “on human choice.” We argue that Aquinas here proposes an account of free choice as incompatible with determinism. We also show briefly that Aquinas’s account of the fall of the angels in the De malo confirms our interpretation.

Excellence and frontier research have made inroads into European research policymaking and structure political agendas, funding programs and evaluation practices. The two concepts travelled a long way from the United States and have derived from contexts outside of science. Following their conceptual journey, we ask how excellence and frontier research have percolated into European science and higher education policies and how they have turned into lubricants of competition that buttress an ongoing reform process in Europe.

Zusammenfassung In der soziologischen Diskussion spielen Begriff und Konzept der Inklusion – verstanden als umfassende Teilhabe aller Gesellschaftsmitglieder – aktuell eine große Rolle. Gleichzeitig gibt es eine entsprechende Konjunktur in den politischen, medialen und pädagogischen Diskursen. Über das Bildungssystem hinaus, wo Inklusion vor allem mit Blick auf die schulische Erziehung behinderter Kinder diskutiert wird, ist der Inklusionsgedanke auch in anderen Lebensbereichen, etwa im Sport oder Arbeitsleben, von Bedeutung. Insgesamt fällt auf, dass die soziologische Theorie und die gesellschaftliche Diskussion zwar lose (...) aufeinander verweisen, bisher jedoch kaum systematisch verbunden sind. Dabei ist von komplexen Wechselwirkungen zwischen den verschiedenen Diskursen auszugehen. In einem ersten Zugriff rekonstruiert der Beitrag den Inklusionsbegriff in genealogischer Perspektive, um dessen Umformungen und Umcodierungen sichtbar zu machen. Im zweiten Teil wird ein dispositivanalytischer Ansatz entwickelt, mit dessen Hilfe die Rationalitäten, Technologien, Institutionen und Subjektivierungen untersucht werden können, die Inklusion als ein hegemoniales Leitkonzept der Gegenwart formieren. Uchiyama et al. present a dual inheritance framework for conceptualizing how behavioural genetics and cultural evolution interact and affect heritability. We posit that to achieve a holistic and nuanced representation of the cultural environment and evolution against which genetic effects should be evaluated, it is imperative to consider the multiple geographic cultural layers impacting individuals and genetic heritability.

The capacity of next-generation closed-loop or adaptive deep brain stimulation devices to read and write shows great potential to effectively manage movement, seizure, and psychiatric disorders, and also raises the possibility of using aDBS to electively modulate mood, cognition, and prosociality. What separates aDBS from most neurotechnologies currently used for enhancement is that aDBS remains an invasive, surgically-implanted technology with a risk-benefit ratio significantly different when applied to diseased versus non-diseased individuals. Despite a large discourse about the ethics of enhancement, (...) no empirical studies yet examine perspectives on enhancement from within the aDBS research community. We interviewed 23 aDBS researchers about their attitudes toward expanding aDBS use for enhancement. A thematic content analysis revealed that researchers share ethical concerns related to safety and security; enhancement as unnecessary, unnatural or aberrant; and fairness, equality, and distributive justice. Most researchers felt that enhancement applications for DBS will eventually be technically feasible and that attempts to develop such applications for DBS are already happening. However, researchers unanimously felt that DBS ideally should not be considered for enhancement until researchers better understand brain target localization and functioning. While many researchers acknowledged controversies highlighted by scholars and ethicists, such as potential impacts on personhood, authenticity, autonomy and privacy, their ethical concerns reflect considerations of both gravity and perceived near-term likelihood. Background Palliative care is an integral part of health care, which in term has become increasingly technologized in recent decades. Lately, innovative smart sensors combined with artificial intelligence promise better diagnosis and treatment. But to date, it is unclear: how are palliative care concepts and their underlying assumptions about humans challenged by smart sensor technologies (SST) and how can care benefit from SST? -/- Aims The paper aims to identify changes and challenges in palliative care due to the use of (...) SST. In addition, normative guiding criteria for the use of SST are developed. -/- Methods The principle of Total Care used by the European Association for Palliative Care (EAPC) forms the basis for the ethical analysis. Drawing on this, its underlying conceptions of the human and its socio-ethical aspects are examined with a phenomenological focus. In the second step, the advantages, limitations, and socio-ethical challenges of using SST with respect to the Total Care principle are explored. Finally, ethical-normative requirements for the application of SST are derived. -/- Results and Conclusion First, SST are limited in their measurement capabilities. Second, SST have an impact on human agency and autonomy. This concerns both the patient and the caregiver. Third, some aspects of the Total Care principle are likely to be marginalized due to the use of SST. The paper formulates normative requirements for using SST to serve human flourishing. It unfolds three criteria according to which SST must be aligned: (1) evidence and purposefulness, (2) autonomy, and (3) Total Care. (shrink)

The book (in German) on “Solar Energy – challenge for research, development and international co-operation” is the report of a study group of the Akademie der Wissenschaften zu Berlin. It reviews solar thermal, photovoltaic, and bio mimetic solar energy techniques; prospects of de-central techniques in developing countries; transport and storage of solar energy; and chances for cooperation with Arabic countries and countries of the South of the former Soviet Union. The prospect of large scale energy production in arid areas, and (...) the modern potentials of conducting electricity over long distances by high-voltage DC transmission (V, 2.1) are particularly relevant for the concluding section. Political chances as well as risks were considered for reliable long term cooperation with various Arab countries on these issues. The recommendations appear to be still appropriate 25 years after the book was published, particularly the political advice in favour of cooperation between Europe and suitable countries of the Maghreb. The global time scale of implementation (discussed in chapter I, 7.2) is of the same (high) magnitude as that of other major changes in the history of technology, such as the substitution of sailing ships by steamboats which took almost a century. Children’s cognitive and language development is a central aspect of human development and has wide and long-standing impact. The parent-infant relationship is the chief arena for the infant to learn about the world. Studies reveal associations between quality of parental care and children’s cognitive and language development when the former is measured as maternal sensitivity. Nonetheless, the extent to which parental mentalizing – a parent’s understanding of the thoughts, feelings, and attitudes of a child, and presumed to underlie sensitivity – (...) contributes to children’s cognitive development and functioning, has yet to be thoroughly investigated. According to the epistemic trust theory, high mentalizing parents often use ostensive cues, which signal to the infant that they are perceived and treated as unique subjective beings. By doing so, parents foster epistemic trust in their infants, allowing the infant to use the parents a reliable source of knowledge to learn from. Until recently, parental mentalizing has been limited to verbal approaches and measurement. This is a substantial limitation of the construct as we know that understanding of intentionality is both non-verbal and verbal. In this investigation we employed both verbal and non-verbal, body-based, approaches to parental mentalizing, to examine whether parental mentalizing in a clinical sample predicts children’s cognitive and language development 12 months later. Findings from a longitudinal intervention study of 39 mothers and their infants revealed that parental embodied mentalizing in infancy significantly predicted language development 12 months later and marginally predicted child cognitive development. Importantly, PEM explained unique variance in the child’s cognitive and linguistic capacities over and above maternal emotional availability, child interactive behavior, parental reflective functioning, depression, ethnicity, education, marital status, and number of other children. The theoretical, empirical, and clinical implications of these findings are discussed. (shrink)

Some medieval authors defend free choice by arguing that, even though human choices are indeed caused by the practical judgment about what is best to do here and now, one is nevertheless able to freely influence that practical judgment’s formation. This paper examines Peter Auriol’s account of free choice, which is a quite elaborate version of this approach and which brings its theoretical problems into focus. I will argue in favor of Auriol’s basic theory, but I will also propose (...) an emendation to his theory in order to respond to some problems he leaves unresolved. (shrink)

What are the Objects of Perception? Ernst Cassirer’s Response to Analytic Theories of Perception. On the basis of its third volume, the Phenomenology of Knowledge (1929), Cassirer’s principal work, the Philosophy of Symbolic Forms (1923-29), can be read as a phenomenology of perception. That is to say, Cassirer not only starts from the fact of multiple forms of cultural expression to reconstruct their transcendental conditions of objectification, but at once to trace their underlying forms of perceptive subjectivity. Hence, a holistic (...) theory of subjective and objective spirit, to which Cassirer’s philosophy boils down, moves between exactly those two poles of perception and cultural expression. Starting from this interpretation, the article asks for the possibility to contribute to criticism towards recent theories of perception within the tradition of analytic philosophy. At the heart of things is the question: what should we actually conceive as the objects of perception? Inmost of its debates, analytic philosophy finds itself in the stranglehold of an internalism-externalism- dichotomy, that rests upon an unsettled understanding of objectivity. By contrast, Cassirer’s understanding of objectivity as objectification allows us to reformulate the question of the objects of perception, and hence to undermine the above dichotomy. The main points of reference of the critical examination are Peter Strawson’s Perception and its Objects (1979) and Tim Crane’s What is the Problem of Perception (2005). It will be shown that the foundation of Cassirer’s theory of perception, the distinction between perception of things and perception of expression, provides exactly the critical capability to move on from Crane’s contemporary diagnosed unsatisfactory alternative between disjunctivism and intentionalism which amounts to a new version of the controversy between direct realism and sense-data-theories in the twentieth century. Cassirer’s theory enables one to reconcile the directedness of perception with the representational capacities of the human mind. (shrink)

This article examines different medieval explanations of the causes of moral goodness, principally the end of the agent and the object of the action. Special attention is given to Thomas Aquinas, who considers the end (that which is willed) to be not only the origin of moral goodness, but also its main criterion. Peter Abelard, whose ethics I argue to be non-subjectivist, had developed a similar theory, though the vocabulary he uses is not very refined. By contrast, for Albert (...) and Duns Scotus, the end is accidental to the moral act. The importance of this study is to shed light on the subjective and objective criteria by which to evaluate the morality of actions. (shrink)

In this note, we point attention to and briefly discuss a curious manuscript of Einstein, composed in 1938 and entitled “Unified Field Theory,” the only such writing, published or unpublished, carrying this title without any further specification. Apparently never intended for publication, the manuscript sheds light both on Einstein′s modus operandi as well as on the public role of Einstein′s later work on a unified field theory of gravitation and electromagnetism.

Many modern assumptions about the function of the Athenian financial administration and politics between the end of the Social War (357-355 BC) and the early 330’s BC are based on Aischin. Ctes. 25. This article argues for taking into account an emendation brought forward by the early 19 th century British scholar Peter Paul Dobree. (...) His suggestions, as will be shown, correspond better to the rhetorical structure of Aeschines’ argument than the prevailing reading and change the interpretation of the treasurers’ responsibilities. When asked whether they were a couple, Royal replied, “Our lives belong to us.” Similarly, in response to rumors that President-elect Nicholas Sarkozy’s wife had left him, a spokesman for Sarkozy said, “That’s a private matter.” The French have a long tradition of respecting the privacy of their politicians’ personal (...) lives, and French public opinion is more broad-minded than in the United States, where an unwed mother of four would have no chance of being nominated for the presidency by a major party. Indeed, last month, Randall Tobias, the top foreign aid adviser in the US State Department, resigned after acknowledging that he had used an escort service described as providing “high-end erotic fantasy” – although Tobias said he only had a massage. In 1972, the young philosopher Peter Singer published "Famine, Affluence and Morality," which rapidly became one of the most widely discussed essays in applied ethics. Through this article, Singer presents his view that we have the same moral obligations to those far away as we do to those close to us. He argued that choosing not to send life-saving money to starving people on the other side of the earth is the moral equivalent of neglecting to save drowning children (...) because we prefer not to muddy our shoes. If we can help, we must--and any excuse is hypocrisy. Singer's extreme stand on our moral obligations to others became a powerful call to arms and continues to challenge people's attitudes towards extreme poverty. Today, it remains a central touchstone for those who argue we should all help others more than we do. One popular conception of natural theology holds that certain purely rational arguments are insulated from empirical inquiry and independently establish conclusions that provide evidence, justification, or proof of God’s existence. Yet, some raise suspicions that philosophers and theologians’ personal religious beliefs inappropriately affect these kinds of arguments. I present an experimental test of whether philosophers and theologians’ argument analysis is influenced by religious commitments. The empirical findings suggest religious belief affects philosophical analysis and offer a challenge to theists and atheists, (...) alike: reevaluate the scope of natural theology’s conclusions or acknowledge and begin to address the influence of religious belief.
